A high water table is when ground water rises close to the surface. Often times in the Pacific Northwest, Builders excavated below the water table when building homes, this resulted in excess hydrostatic pressure.

When your home was originally built, the builder took measures to make sure the basement didn’t leak. Over time, those systems degrade and become defective.
When a lot of water is pooling around and under your basement due to a high water table, this creates hydrostatic pressure which can push water up through cracks in your concrete floor and into your basement.
Hydrostatic pressure is the water pressure that is created around the walls of your foundation and under your basement floor. When water pools around your house it has to figure out a way to level it self, this creates extreme pressure on the foundation of your home. This pressure will force water through and cracks and joints in your foundation and floor.
